KTC, the World’s No. 1 Testing Certification Institute Leading the Way to the 4th Industrial Revolution

The Korea Testing Certification Institute (KTC, President Ahn Sung-il) announced on the 14th that it has signed a multilateral business agreement to promote the "Digital Test Report Management System."
The signing ceremony took place on January 14 at COEX in Seoul, with 15 participating organizations, including one operating agency, seven receiving agencies, and seven issuing agencies, under the auspices of the Ministry of Trade, Industry, and Energy (MOTIE).

Issuing Agencies: KTC, Korea Conformity Laboratories (KCL), Korea Testing & Research Institute (KTR), Korea Testing Laboratory (KTL), FITI Testing & Research Institute, KOTITI Testing & Research Institute, Korea Apparel Testing & Research Institute (KATRI)
The event was attended by key figures, including MOTIE Deputy Minister for Trade Negotiations Jung In-kyo, KTNET CEO Koh Jin, Korea Energy Agency Chairman Lee Sang-hoon, and KTC President Ahn Sung-il, along with other representatives of the hosting and participating organizations.
The ceremony featured introductions of attendees, commemorative speeches by representatives of operating, receiving, and issuing organizations, congratulatory remarks by MOTIE's Deputy Minister for Trade Negotiations, a progress report on the implementation of the digital test report system, the signing of the agreement, and a commemorative photo session.
This agreement stems from the MOTIE initiative to enhance electronic document distribution by adding a "Digital Test Report Management System" to the electronic trade platform uTradeHub.
uTradeHub: An electronic trade platform established in 2008 by MOTIE to digitize and facilitate online transactions of documents required throughout the export-import process, such as trade contracts and customs clearance.
In September 2022, MOTIE introduced digital certificate functionality to uTradeHub to eliminate the risk of forgery and alteration associated with test reports and other certifications that were traditionally exchanged via mail or email. By December 2024, the ministry completed the development of the new "Digital Test Report Management System" to link operating, receiving, and issuing agencies.
With the system operational, test reports issued by seven agencies, including KTC, will be directly transmitted to seven receiving agencies, such as KEPCO, via uTradeHub. This eliminates the need for receiving agencies to manually register documents into separate systems, allowing for streamlined processing.
Through this agreement, KTC and the participating organizations agreed to:
Jointly develop a system for managing and distributing digital test reports.
Collaborate to promote the issuance, distribution, and receipt of digital test reports.
Expand the participation of issuing and receiving agencies in the digital test report initiative.
Exchange information to prevent the distribution of fraudulent test reports.
Additionally, KTC will support professional training, user education, personnel exchanges, and mutual cooperation with the participating organizations. The institute also plans to share achievements from the system's development and activation to foster collective progress.
As an issuing agency, KTC expects to contribute to supporting export companies by facilitating the rapid distribution of digital test reports and preventing the forgery and alteration of various certifications, thereby promoting a sound trading environment.
Ahn Sung-il, President of KTC, remarked, “As Korea’s leading testing and certification institution, we will contribute to stabilizing and promoting the distribution of all electronic documents related to domestic trade and logistics. We will continue to adapt to changing market environments to enhance the competitiveness of export companies while contributing to the development of domestic industries.”
