A request for safety certification
The manufacturer or importer who wishes to obtain safety certification for the products that require such certificates shall submit a safety certification application form along with the following document to a certification body. If a foreign manufacturer requests a safety certification, a resident of South Korea must be named as an agent to make a request for such a certification. In such a case, all authorities related to the certification lies with the manufacturer.
Application documents
- A copy of the business registration certificate or equivalent documents (if there is more than one factory that manufactures the same product, the document shall be submitted for each of these factories.)
- A power of attorney (if the application is submitted by an agent)
- Product manual
- Electrical circuit diagrams and lists of parts (only if it is an electrical product that requires safety certification).
- The shop drawings for the mechanical and electrical designs and other technical documents (for mechanical or metallurgical items among the household product that require safety certification.)
- Documentary proofs of identical products (only applicable when there is more than one factory that makes the same product.)
- A sample of the safety certification mark in accordance with Paragraph 1, Item 1, under Article 9.
- Test samples: one (or the required quantities as set forth in the applicable safety standard)
If a foreign manufacturer requested a safety certificate in the first place, then, for the request of issuance of a sample certificate of the foreign manufacturer to clear the customs for conducting the test, have a safety certification exemption certificate from Korea Product Safety Association.
Application process

Factory
The factory inspections are divided into the initial factory inspections, regular factory inspections, and special factory inspections.
- An initial factory inspection : To be conducted when the safety certification is given for the first time.
- Regular factory inspection : To be conducted every two years after certification.
Initial factory review
An initial factory review is conducted in order to evaluate the production equipment, inspection instruments, technical capabilities, and production system in the factory to produce the products that are to be safety-certified so that the safety of the certified product can be ensured.

- Check whether the test, inspection equipment, and quality systems meet the criteria.

- Test and inspection procedures (importation, interim, shipping, and self-initiated inspections) and the related records
- The management log and calibration report for the Evaluation instruments
- The rules on handling non-conformities and the related records
- The rules on handling customer complaints and the related records
- The rules on internal audits and related records
Regular factory review
To confirm whether the certified electrical products still remain safe, the manufacturing equipment, instruments, technical capabilities, and production systems of the production facilities are reviewed every two years.

The contents of the regular factory reviews
- Check for a change in the manufacturer of electrical goods and the production sites.
- Check whether the electrical products are manufactured in the factory that is listed in the safety certificate.
- Check whether the parts that are used are the same as those listed in the safety management parts list attached to the safety certificate.
- Check whether the safety criteria or the conditions of the certifications are met.

The certification of changes in safety certifications.
If a manufacturer or importer wishes to make changes with a safety certificate after it is issued, it shall submit a change certification request and documentary proofs of such a change before the shipping or customs clearance of the product that is subject to the certification of safety requirement. The request documents shall be submitted to a safety certification body.
