Performance certification overview
This program supports the preferred purchase of new inventions or newly certified products of SMEs to help such companies develop new technologies and find buyers in the public sector.
The definition of performance certification
An act of confirmation and demonstration of the performance of the product as a result of the test of the newly invented or developed products of an SME.
Performance test
A test or inspection according to the standards of a national organization or testing agency to confirm the conformance of the product's properties, uses, or functions with applicable criteria.
Applicable items
The products that are developed by an SME and intended to be sold to public buyers.
- Products with new-technology certification, patents, technical innovations, or those developed by a venture company, etc.
- Medicines, agricultural products, fisher products, firearms, firepower, gambling products, non-processed products, foods, and beverages are not applicable.
Performance certification process
- Performance certification is only applicable to the new technical R&D-based products of which the performance has been verified via a performance test.
- To reduce the burden of certification on SMEs, performance certification is given if the product has already been tested for its performance in the process of obtaining other certificates, such as the new technology certification.
Application : SMEs → Local branches of the Ministry of SMEs and Start-Ups → Testing agency (if necessary)
- The local branches of the Ministry of SMEs and Start-Ups conduct factory inspections and performance tests to verify conformity with the standard for public procurement.
(The SME must specify the intended purchasing organization and applicable product standard in the application form.)
- The tests that cannot be performed by the local branch will be outsourced to testing agencies, which will then submit the reports of factory inspections and performance tests.
- If the product of application has limited validity (for new technology certification or venture company certification), the performance certification application must be submitted during the said validity period.
(However, if the product does not allow setting a specific validity period (such as a patent or a utility model,) the product must be within three years from its development.)
- The processing period of performance certification: within 30 days from the date of application
(However, the product testing period for performance testing will not be included in the processing period.)

If the factory has already been assessed for the new technology certification, etc., the factory inspection may be exempted.

- A performance test is conducted to see if the product in question performs as per the requirements of the purchasing organization.
- A certificate may be issued if the product has been tested for its performance during the new technology certification process or patent evaluation.
Validity
- Three years from the issuance date of the performance certificate
- The performance certification period can be extended by up to three years if it is necessary for the commercialization of the product.
Cost
- Performance certification cost : Factory inspection cost (wage/travel) and product (performance) testing fee, etc.
- If the performance certification is done by the local office of the Ministry : No cost
