KTC Hosts International Conference to Establish Global Standards for Digital IDs...First in Korea

The Korea Testing Certification (KTC, President Ahn Sung-il) announced on the 17th that it will host the 'JTC1 SC17 Personal ID Working Group International Conference' to establish international standards for digital IDs.


JTC1 (Joint Technical Committee 1): Officially known as ISO/IEC JTC1. It is a joint technical committee of the International Organization for Standardization (ISO) and the International Electrotechnical Commission (IEC). Established in 1987 to develop international standards in the field of information and communication, it comprises 22 subcommittees (SC) and 17 working groups (WG).


SC17: One of the 22 subcommittees of ISO/IEC JTC1, focusing on 'Cards and security devices for personal identification.' It is composed of 32 participating countries, 24 observing countries, 7 working groups (WG), and 2 auxiliary working groups.


This international conference will be held from the 18th to the 28th at COEX and the international conference room on the 4th floor of the Korea Standards Association in Seoul, hosted by the National Institute of Technology and Standards of the Ministry of Trade, Industry and Energy and organized by KTC.


More than 50 expert committee members from 10 countries affiliated with SC17, including South Korea, the United States, Germany, Japan, France, and the Netherlands, will attend the conference.


The conference will focus on standardization measures for 'mobile driver's licenses,' a topic of global interest in the digital ID field.


Global Market Trends Related to SC17: The US and EU jointly published a mapping report through the Trade and Technology Council (TTC) in June 2023 to identify cross-border usage opportunities for digital IDs. Japan and the EU will sign a digital ID MOU in April 2024.

This is the first time a SC17 WG meeting on digital IDs, excluding the chair country drone WG, has been held in Korea since the SC17 general meeting in 2004.


As the secretariat of the JTC1 SC17 international standardization committee (since May 29, 2017) and a standard cooperation development organization (since March 11, 2015), KTC is striving to develop and promote standards domestically and internationally. Through the first standard development academic service of 2024 (Technical research on service requirements for digital wallets and IDs, March 29, 2024 – December 13, 2024), KTC is conducting research to develop and propose international standards for digital IDs.


Additionally, KTC leads the field in testing and inspecting digital IDs, including quality inspection of electronic passports by the Ministry of Foreign Affairs and quality inspection and security evaluation of Hi-Pass by the Korea Expressway Corporation.


During the conference, two Korean experts will present on the 19th. Professor Jung Yong-gyu from Eulji University and Vice President Kim Tae-jin from RaonSecure will give presentations on Korea's digital ID technology and interoperability standards.


KTC expects that hosting this conference will help South Korea lead in technology standards in the digital ID field and strengthen international cooperation, thereby enhancing the global market competitiveness of domestic companies.


KTC President Ahn Sung-il stated, "We will continue to actively support our companies to lead the global market," and added, "Based on our testing and evaluation capabilities related to digital IDs, we will focus on enhancing the competitiveness of our companies and supporting exports to overseas digital ID markets."
